1-The headship of the Regional Council under the realizations of region functions and under the implementation of decisions made by the Council:

a-Exercises all the competences except those that are given expressively to the Regional Council.

b-Approves act-projects and other materials for the meeting of the Regional Council in accordance with the daily agenda determined by the Regional Council.  In addition, he deals with any problems that arise during the course of these projects.

c-Reports on the financial situation every six months or whenever he is asked by the Regional Council.

d-Reports on problems that deal with the functions of the Regional Council, and exercises and guarantees the fulfillment of the obligations which are under the charge of a juridical person.

2-In the fulfillment of its competences, the headship of the Regional Council present decisions to the Council which are approved by the majority of its members.

The ability to implement decisions is empowered by all organs and persons in charge, after they are publicly declared or recognized by the interested subjects.

3-The decisions of the headship should be approved in the upcoming meeting of the Regional Council, and if they are not approved, they lose their power.
